The City is in receipt of an application for a change of use (halfway house) to the existing building at 871-873 Topsail Road for a “Community Campus and Residence.” The new use would operate as a combined office and residential facility to support those who are vulnerable, marginalized, and underserved in their communities. A combined Halfway House/Office/Shop/Commercial School Use is the most suited type of use to accommodate the proposal.

The subject property is located within the Commercial – Mixed (CM) Use Zone. Office, Shop and Commercial School Uses are all permitted, and Halfway House is listed as a Discretionary Use, requiring public notice. To accommodate the proposal of up to twelve (12) persons, Council may use their Discretionary Powers (as per Regulation 4.5 Discretionary Powers) after public notice and consultation.

Prior to making their decision, Council invites comments in writing no later than 12:00 noon, Friday, August 2, 2024. Comments received form part of the public record. If you do not wish your name attributed to your submission, please advise the city.

Should no comments be received, the briefing session will be cancelled.
