Commonwealth Avenue, Topsail Road & Blackmarsh Road Construction Projects
The City is now undertaking major infrastructure improvements, which will create a safer, smoother and more efficient transportation network in Mount Pearl.
Topsail Road / Blackmarsh Road
The first project, slated for October 2017 – July 2018, will involve widening and repaving portions of both Topsail and Blackmarsh roads, and reconfiguring the Blackmarsh-Topsail Intersection to allow for traffic signals. The wastewater management system will also be upgraded, and new curbs, gutters, sidewalks and bus lay-by areas will be installed.
Commonwealth Avenue
The second project, slated for October 2017 – November 2018, will involve repaving Commonwealth Avenue from Glendale Avenue to Francis Street, upgrading or installing 2,000 metres of sidewalks, and upgrading the traffic signals at four key locations. The water and wastewater management systems will also be updated along this important roadway.
During October and November 2017, construction will be ongoing between Smallwood Drive and Richard Nolan Drive. Work will recommence in the spring of 2018 along this segment and also between Smallwood Drive and Glendale Avenue.
This work involves the replacement of all existing water, sanitary and storm sewer mains. Therefore, there will be intermittent water and sewer interruptions during this time. As far as possible, advance notice will be provided for any planned interruptions. Residents are advised to check their mailboxes and, if possible, the City of Mount Pearl’s website and Twitter accounts regularly for notices and updates. It is possible that due to the nature of this work, unplanned/unscheduled interruptions may occur without notice. In such instances, please advise on site personnel as soon as possible.
Lane closures will be required to accommodate this work and delays are to be expected. In addition, there will be periods when driveways may be inaccessible. Again, as far as possible, advance notice will be provided in these instances. Every effort will be made to accommodate access to businesses. A portion of your driveway and/or front lawn may have to be removed to accommodate the installation of new curb and gutter or sidewalk. This portion is typically located within the public right of way. Only those portions removed will be replaced.

Disruptions & Delays
Although these are very beneficial projects for our City, we realize that residents and businesses will be impacted and may find it challenging. As a forward-looking City, we want to make the public aware of these disruptions up front – which may include traffic delays, reduced lanes, noise, dust and sometimes limited access to businesses. Additionally, residents and businesses may experience temporary water disruptions.
The City of Mount Pearl is committed to mitigating these disruptions as much as possible. We will do this by using temporary asphalt to minimize gravel driving surface, providing 24 hours’ notice of water disruptions, and providing dust control via street sweeping and water application, if necessary.
To mitigate traffic disruptions, the City will ensure that two driving lanes are open to traffic during this project. This means that no detours will be in place, unless determined to be necessary for a certain portion of construction.
